Having 109 Atk wouldn't even help anyways because its physical moves isn't to great either (it's just better than its embarrassing special movepool). Maybe if it got Reckless for Flare Blitz and Wild Charge, and a second typing it could work, but at that point you're just making a completely different Pokemon.
