But even if it was it's still an incredibly retarded game design choice (both putting new Pokemon in a postgame area or making them hard to find), it's a new game, a new region, new types, people expect new Pokemon not the same shit as before with some occasional scraps
That's something you really shouldn't do EXPECIALLY when don't have that many new Pokemon, some of these not being that good to begin with, it's not a "philosphy" it's called mental retardation
