I've already stated multiple times now that the definition of shillmon is a Pokemon that gets ample promotion before any game that actually has it is released and/or has a large amount of promotion outside of the mainline games like that of being playable in Smash Bros. There are only a small handful of Pokemon with this distinction and just about all of them can fall under the umbrella term of "shillmon". Attempting to argue this further is just splitting hairs and wasting time.

Plenty of Pokemon get merch, in fact I think almost all Pokemon have gotten plushies over the years, but there's a very clear difference between Zoroark getting a plush that are handed out to everyone and Zoroark appearing frequently in Pokemon media outside the mainline games in the same fashion Lucario does.

Zoroark got no Mega evolution, no Z-Move, no G-Max, no major roles in any spinoff title, no playable Smash Bros appearance, no special NPC it was associated it, ect after Generation 5. It was absent from SWSH until the later DLC waves and only just now got a regional variant. It has been put on the back burner while other actual shillmon have gotten all of the aforementioned things and more.
