It means they experimented on the Mew itself so it can only give birth to Mewtwo, or it means Mew pregnancies take years to complete, or it means there were failures that took them years to overcome before they were successful.
The strangest thing about this being that there is no way they could've done this to the Mew by force, it's a mythical with a baby on board, if it wasn't okay with what the scientists were doing to its baby, it would've been the one to blow the mansion to hell instead of Mewtwo, but the Mew went along with all of it, it wanted this to happen, it would've remained invisible if it didn't. What the fuck is wrong with this thing?
