Every legendary ties into tight lore around that particular region. We don't even know the *name* of this region yet.
The only thing we can kind of vaguely guess about is the past vs future themes that seem to be showing through with the professors/design of the Pokemon and a vague guess of them probably turning into some sort of rideable form.
Not everything has to tie into stuff from other regions. I can't tell you jack shit of any of the Britbongs history for instance.
