Pokemoa made Type Wild, an entire Pokemon fighting game, by himself.
One dedicated fan who knows what they're doing and had access to the source code could've put every dexcut Pokemon back in in time for release. They might not be perfect, but they'd be much better than nothing, which is what we got.
The only assumption that can be drawn is that the people making the games aren't dedicated fans, or they don't know what they're doing.
I choose the latter. It's less painful.
