They probably just saw people rightfully complaining about how Psychic was the worst move in the game by a significant margin and decided it needed a massive buff. Changing Guard Swap to Power Swap makes enough sense, GS was alright but in a lot of cases actively buffed the enemy mon you linked it to and I'd imagine the devs wanted it to be useful on both allies and enemies, with the beta test server letting them get a preemptive buff/nerf out in case its too unbalanced. Reminder that Tyranitar, as bad as they were on launch, recieved significant nerfs compared to their initial incarnation.
Mime's definitely too strong right now, but I'm not gonna assume it's muh malicious devs.
