I like speculating on and new Pokemon designs. I still might get to use them on an emulator game or on Showdown. Besides I don't own a Switch, so I'm not about to drop that kind of cash for any of the current / next gen titles without seeing huge improvements.

It's a fairly widely distributed move, but if you want to pull of the classic Endure + Flail/Reversal you need to be fast. As it so happens though, lots of middling and slow Pokemon also get this move.
How can they use it?
Two things come to mind with me - contact effects and stalling. Contact abilities, from Rough Skin to Static or Gooey, can take advantage of it better with Endure, since it gives you a second chance to activate.
Endure can also be useful for stalling an additional turn, though Protect is almost certainly better in every way.
Any interesting ideas on how to utilize this move? Especially on middling/slow mons?

You'll either want to do a special Scarf set or a physical Dragon Dance setup. Not much you can do. He doesn't have a lot of options for making a bulky set.

Razor Wind did get some upgrades, becoming a spread move and being one of the only such moves to have a crit increase, but you're right it's still pathetic. For a move with a turn of charge, it should have a guaranteed crit and maybe 20 more base power.
Also why GF never changed this or Whirlwind to the Flying-type after they adjusted Gust is beyond me.
