The most important factor of them being "good" is being versatile, meaning they can
- Take more than a few hits from big attacks
- Have good type resistances so those big attacks don't hurt as much
- Have a helpful ability to either keep them alive long enough to build up some good baton passing or to perform well enough on their own if they're gimped by a status effect or Taunt
- Speed and/or priority moves of some sort so they can get the jump on certain opponents -- speed means everything, especially when the clock is ticking on your baton passer
Finally:
- Reusability; Can they self-heal, do they get bonuses from healing, or do they have good synergy with a weather type another pokemon on your team can conjure up that will help them be used more than once if your opponent happens to use Roar, Whirlwind, Disable, or other moves that could ruin the pokemon you're baton passing stat-ups to
