Aside from the colossal task of making every Pokemon good, something that's simply not possible, Ledian would simply be forgot if it were good. There are plenty of Pokemon who are serviceable for in-game in in PvP, but are completely forgot about because there is nothing special about it.
Ledian is remembered because it's a shitmon. People talk about how bad it is, and if it were decent no one would talk about Ledian.
