The dots are a shading technique called dithering. Dithering should usually be avoided especially for small areas, but it's a simple way to tease extra "shades" out of a limited palette. If you zoom out on Lilligant and look at the dithered areas, the colors sort of blend together and create a slightly darker shade of green, as it should have. Up close it's not particularly pretty, though.
