Actual? You can kill a bunch of bronzor in Scarlet very easy and then just run for it so effectively as soon as you catch it.
Violet? If you don't know any tricks, yea, like 30 at best if you are rushing there, but you can probably evolve around level 20 (maybe even level 15) if you rush to the town with a dark type and use the ghost spawn sandwich. Since they are RIGHT there.
