The limited color pallet in gsc meant everything was black, white, and at most 2 other colors which usually were very different so they stood out from each other. Gen 3 had a lot of gradients and sprites of similar colors next to each other like tall grass and trees or rocks on dirt/mountain and duller colors would've been harder to distinguish. Plus Hoenn is tropical and that means vibrant colors - verdant foliage thriving from all the humidity/rain and rich soil, bright flowers to attract pollinators, go to the right places and the beaches really have water so blue/teal it almost looks shopped and there's rivers/streams/ponds/puddles everywhere. >>49585329 bitching about "evergreen" trees is nonsense, they are the same kind of highly saturated green as everything else and look plenty tropical, you don't get much seasonal variation in the tropics so not a lot of native plants change colors and drop their leaves, even if it's not the greatest sprite you can tell they were going for something like pic related rather than a spruce or fir.
