The ban list has 8 monsters on it that aren't legendaries or carried by an attack that clearly is completely unbalanced for multiplayer like Houndstone.
That is enough to form a core for a meta game in of itself. That would be the foundation of this gen's OU. With other monsters coming in around that as needed to fill out teams and build strategy.
There is nothing wrong with old monsters falling to the wayside and the meta being dominated with new monsters. Shit happens.
Garchomp isn't that good anymore. Clefable's time in the spotlight is gone. Etc. Thats life.
All you're doing is artificially trying to 'keep things the same' because new monsters are very good at what they do and have taken roles from old monsters and raised the stat limits up higher in doing so.
