They would immediately attack the Strongest of Pokémon with sheer numbers before they could even react properly. It would not matter how many of their units die as they already did an economic calculation of their invasion. It would be worth it in their Perspective. Any Legendary could valiantly destroy Hundreds of Motherships and Millions of Gunships single-handily but since these are Cyborg Forces they have no emotions and thus cannot be routed. The Cyborgs would keep swarming whatever Legendary in a Surprise Attack until either the Target is Dead or they run out of Reinforcements. (The Latter is unlikely as they would have already calculated how many units are needed for a task). If the Combine Invade a Pokémon Universe they would be certain they would conquer it at an economic Profit. Any Singular Universe stands no Chance of Repelling a Combine Invasion. Surprise and Overwhelming Force against a combatant ensures victory. The only way Pokemon could win would be in the matter of the Resistance from HL2. I.E after the fact when the Combine turn their attention elsewhere. Only through Insurgency can the Combine be defeated in a Singular Universe. And even then in the context of a Pokemon Universe they would leave a substantial Garrison since Pokemon are powerful creatures and would probably rather die than see their natural habitats slowly drained by the combine. Unlike Humans who with a minimal quality of Life can be supressed through Violence, and only a few (~10%) are Freethinkers who have the capacity to rebel against an Established Authority over them. And thus the Combine left a relatively small Garrison for Earth in HL2 which was defeated when Gordan Freeman's Combat Prowess Inspired Revolution...
