Nothing about the gift Torchic is new information. Real DLC requires the C in DLC. The gift Torchic is not content. Gamefreak is just giving you a code that allows you to see a little torchic with a mega stone in your game. When you input a code in Megaman, you're not actually downloading anything. Because your game was always capable of producing that piece of data the way it was designed, produced and shipped, it's not real DLC.
