if it's between an hour of mind numbing grinding or a minute in pkhex then you'd have to be an idiot not to cheat. the fun part of any nuzlocke is strategizing and battling and pulling / planning the random encounter gacha, not grinding vs wild mons at 100x speed
editing IVs is a little lame unless it's a situation where you were literally just going to reset until you got sufficient IVs anyway. I can see it being acceptable in a nuzlocke run if you only did it for your starter and not any other mons. if you do more than that then IMO you're engaging in w theoretical proof of concept run rather than a legitimate Nuzlocke.
