You know how you pick an attack for your Pokemon to use? It's like the trainer telling the Pokemon to use that move. This is where the problem lies.
Let's say you've got Raichu vs. Pelipper. Raichu is about to use Thunderbolt on that Pelipper for a OHKO. However, the Pelipper trainer switches out for Electivire. Why does Raichu's trainer still order it to use Thunderbolt? "Oh, you switched. Better give you a free speed boost anyway."
