It's a free Choice Band without being locked into a move, that's immune to Trick/Knock-Off, and breaks Sturdy/Sash/Sub along with proccing a double boost from PuP.
And that's off of base 125 attack, with 100 speed and great bulk combined with a single weakness to round it off. It is absolutely broken and the fact that the entire VGC meta is completely centralized around it should be proof enough.
I'm just surprised Smogon Doubles hasn't banned it yet.
