Simple as fuck design, but I think mostly because it just floats around, turns invisible and doesn't give a fuck about anything else except itself. Original Japanese plotline for the first movie had it as evil as Mewtwo and they had to change it for the west because it was so unbelievable that anything as cute as it could also believe in killing all clone Pokemon. Plus the backstory of how it was put into Pokemon is interesting and the deconstruction of the ROM just shows a Mew file plopped into the source code. It's like everything regarding Mew is cool but it's an adorable Pokemon
