Popplio is based on a circus seal, of that there's no doubt since it has the archetypical neck frill and is shown performing tricks.
Any clown characteristics I would say are completely secondary though, because it doesn't have clown lips, clown eye markings or any other typical clown elements. It has a round nose (that isn't even red), a white snout and a frill (which circus seals often wear). That's it.
I wouldn't say it's anywhere closer to being a clown than it is any type of acrobat or performer.
Also, please point out the "problems with the art", then. You can't just say there are problems without elaborating, and saying something like "anyone who's a true fan should instantly spot them" sounds really insecure and reaching.
You were also incorrect about the dates (leak came before E3 playthrough) so that one is of no use.
