We never start the game with good TMs, some are hidden, many aren't buyable, and very few (Earthquake) are straight up 100 BP great moves. Also consider that many of those good moves might literally start with 10 PP or so and you probably won't have a ton of PP UPs to fix that anyway.
There is no good reason, in my honest opinion, as to why we should ever limit the TMs. If they aren't at least easily buyable for cheapish via Pokemart, then what's the point? That's being old school for the sake of being old school, and not even in an OLD = GOOD / NEW = BAD way.
Just let us, the players, use the TMs as much as we want. They are already heavily limited anyway, so t here's really no point to arbitrarily limit them more.
