I wish I could say I immediately disagree with you, but at the same time it would be ultra fucked up if in the creation of a bunch of artificial Pokemon Aether decided to create creatures that were immune to capture as bio-weapons. It would make sense. One of Mewtwo's, and for that matter any Pokemon's, biggest weakness is that they can be captured and controlled.
I wouldn't want that in my ultra bio-weapons if I were a scientist unlocking the ultimate potential in something.
