Those games rode the coattails of Pokemania, most kids who started with GSC at least watched the anime or played RBY, they had to have known that Rock resists Normal since literally thats one of the first fucking things you learn in RBY, also when one of the main characters in the anime is literally a Rock-type Gym Leader there's no way so many kids could have been absolutely clueless about this at that point and certainly not by the time HGSS rolled around. Besides even an absolute noob could stumble upon Route 46 before they reach Cherrygrove, find a Geodude that's harder to knock out than any other Pokemon so far and naturally think "Hey I should catch this one, it seems strong" and sweep the first 3 gyms with it.
Regardless, I don't know why you're so mad because this is only the way I did it. For Rock-types you could also use Onix if you found one in Union cave or as another anon suggested you could trade the Drowzee for the Machop in Goldenrod, you could even use Heracross if you Headbutted him out yet. The point being there is plenty of ways to take down Whitney easily that a kid could come across, making it more ridiculous that the fight's considered so hard just because her Miltank puts up slightly more of a fight than most trainers in the series.
It's just not as hard as it's been memed up to be
