The only things that can survive a Water Spout from a Kyogre (let alone KO the bloody thing) are bulky Ludicolo, Palkia, Kingdra, Shedinja, specially defensive Cresselia, specially defensive Water Arceus and Pokemon with Water Absorb, Dry Skin or Storm Drain as their ability. However Kyogre gets all the tools it needs to take out these Pokemon as well. Infinite accuracy Thunder in rain and Ice Beam round off all the coverage it needs, meaning the only thing that can check Kyogre fully is Shedinja. I was at a tournament a couple of years ago and I saw so many people lose all their Pokemon in 2 turns (tournaments use double battle rules) due to Kyogre alone. This thing is a powerhouse and anybody who disagrees that it isn't the most/one of the most powerful Pokemon in the game is mentally retarded, trolling or doesn't understand competitive battling at all.

Scarf Kyogre vs Max specially defensive Water Arceus: 64.2 - 75.7%
Scarf Kyogre vs Your dearly beloved Charizard (Max specially defensive): 198.9 - 235%
Scarf Kyogre vs Defensive Giratina (the bulkiest Pokemon in the game): 34.5 - 40.5%
All these calculations are done on the bulkiest Pokemon in the game with a Sassy nature, showing the true power of this monster. Hope you'll agree with me!
