You have a limited amount of time to deal damage before the enemy inevitably dies, syncs, or your sync pair is killed. The best units put out the most damage in their window.
Gardenia and Roserade: Speed 294 or 28.68 seconds for 3 gauge bar for Leaf Storm
Brendan and Sceptile: Speed 421 or 24.87 seconds for 3 gauge bar for Leaf Storm.
A High speed unit like Sceptile with his 421 speed still needs an exceptionally long fight (~7 leaf storms) to recoup the bar he lost using No Turning Back!.
Both sync pairs can boost crit to 100%, bypassing enemy Sp.Def buffs and preventing their attacks from hitting below 1.5x damage. (1.0 base x 1.5 critical)
Brendan regenerates leaf storm 3.81 seconds faster, but spends his first 24.87 seconds worth on buffing his attack by 1.8 times for one attack. (then 1.6x, then 1.4x, then 1.0x)
You have to use Leaf Storm 7 times to have made up for the initial bar loss. That takes at least 2 minutes and 42 seconds which is unrealistic and unlikely.
But even that is not enough because Gardenia can restore her Gauge by 2 bars saving 19.12 seconds of waiting. And then she can do it again, ending up farther than 2 attacks ahead of Sceptile. The first use puts her up to 1.4x base damage as well. Using more moves also gets Gardenia to sync move faster, which is special, unlike Brendans.
So what's the conclusion? Despite all that, Gardenia's damage is about equal to Brendans due to his initial attacks at 1.8x and 1.6x. They're practically equal in dps output.
That was all just a distraction so I could mention that Lance and Dragonite are superior to both of them in actual Special Attack damage.
