Primarina is the only exception. As you can see all of the most popular Pokémon have prominent roles in the anime, and this list is weirdly similar to the merchandise rankings. Rowlet is not just a popular 'mon, it's THE popular 'mon. I can see why they'd want it to stay this way until the generation ends.

According to this, both Rowlet and Primarina alone have more votes than Incineroar and Litten combined. Difference would be bigger if you added Decidueye and Popplio.
