Some Pokemon seem like almost zero upkeep, like Ditto. You could probably own half a dozen of those little blobs and properly take care of them.
What's important though is that it's pretty well-established that nearly all Pokemon need socialization and companionship to be properly happy and cared for, so there aren't any where you can just own them in bulk, like some people do with fish or insects. And there's only so many Pokemon that you can reasonably provide that sort of social interaction with. So even with a bunch that're nearly zero maintenance, you've still gotta, y'know, talk to them and play with them for a bit.
Personally I think I'd just settle for two. This does make me wonder, however, if some Pokemon are kept like race horses. My family's owned race horses for years and they've barely ever been kept on our property, usually just standing in stalls in a barn at the local race track where they get brought out now and then to train and ferried off places to race. It seems a shitty existence.
