OU has Sleep Clause, so you can't just put their next Pokemon to sleep either. Grass isn't a very good offensive type, and it only has Hidden Power or Z-Hyper Beam for coverage. Lilligant's abilities rarely help it in OU. Lilligant's stat spread is decent but not great; 110 Special Attack is acceptable but still lower than many OU threats (especially considering the higher BP moves other mons get), 90 Speed is usable but still underspeeds many important mons, and 70/75/75 bulk is rather frail. She's a good mon in lower tiers and a fantastic one in-game, but she's just not strong enough to be OU.

Volcarona is significantly stronger, with higher Special Attack, stronger STAB moves, better type coverage with its STABs, and actual coverage moves. Volcarona also has more useful abilities. Volcarona is also significantly bulkier on the special side, while being similarly bulky on the physical side. FInally, Volcarona is 10 points faster, which is huge because so many important Pokemon are in the ~100 Speed range.
