No legendaries are permanently catchable at the moment. You can use Zekrom for two fights in the Unova story, then it lives in your house as a freeloader, raids your fridge and clogs your toilet. When you catch Mew2 or Fug, that starts a PvP event: you can't refuse duels, if you lose they go to the winner. They also get bored and run away if you log off or stay unchallenged for too long.
