I think it might be smart development wise to start off with a 100% new region dex. No old pokemon off the bat. Have a dex of 250ish mons. Focus all animations, idles, gimmicks on them and let them be the core of the game. Then include a safari zone with returning favorites PLA style and make like a free season pass to get older mons later.
I might also include a brand new way to approach shinies. Instead of just 1 color swap for shiny variants, make it so theres a spectrum of less rare shinies. The idea being general genetic variation in color but that you could find some random and even exotic colors for pokemon. Maybe an albino color scheme or something that camoflagues them better in a certain area, or even just completely random colors.
I also feel like EV and IV training should be revamped entirely. How about a cooking mechanic where you just make simple meals every 5-10 levels maybe and you get to pick the exact stat spread as you go. Or also include fitness routines that you and your pokemon can practice together as a backdrop to assign stat points manually.
A last update Id love to see is an overhaul of wild interactions with pokemon.
When you see a wild pokemon, your only option is to fight and catch it. Why cant I also just pet them? Or offer food if one seems hungry? What if a pokemon is lost or lonely? Maybe I dont need to battle it, maybe I can just hang out with it? Maybe a pokemon is being chased by predators and you can step in and save it?
Imagine its raining and youre hudling under a bus stop and a little charmander runs in to find shelter from the rain. You find an organic opportunity to befriend it.
