It also functions as a cloning glitch if you catch the Pokémon instead of just stealing its item repeatedly. In most cases the clone will have an illegal catch location, but according to other anons' testing they've still been able to get them into HOME, use them online and transfer them.

You get it from the Ogre Outsin' minigame on Kitakami, it'll drop from Easy and Normal games so you don't have to worry about the bullshit Hard ones.

You need a non-Impostor Ditto, a Pokémon you want to clone holding an item you want to dupe, and a Pokémon with Trick/Thief/etc. to steal the item.
You need to find a wild Smeargle and position it in such a way that it will get stuck on a tree when the battle ends. This is the most difficult part, look up videos and see what they're doing, just try to get it as close to a tree as you can if you're not sure.
Send out the Ditto, use Transform, Smeargle uses Sketch on Transform
Switch into the other Pokémon, Smeargle uses Transform
At this point you can Run
If it worked, the cloned Pokémon will be stuck or sitting around the tree and you can freely re-encounter it to steal its item, or catch it to get a clone.
