Let's examine what a Mega-Pokémon is:

Those are all the traits of Megas. Now let's look at the traits of Alolan Forms:
>Alolan forms are not new Pokémon nor evolutions but are a different form of a pre-existing Pokémon
>Alolan forms may change anything from type to stats to abilities of said Pokémon
>Alolan forms are generally thought as being a way to make an older Pokémon feel fresh and new
Those are the traits of Alolans as far as we know. We can assume that they will indeed have unique stat distributions.
Now do you notice anything? All the negatives of Megas are absent from the Alolan forms.They can obviously hold items, they are permanent with no stone requirement, we can safely assume we wont be limited to one per team, etc.
My point being is obviously Megas were hot shit last generation but they had their drawbacks. Alolan forms may not be the same from a mechanical perspective but they accomplish the same things minus any of the problems that plagued Megas. Honestly? I think this is what GF is doing to circumvent those problems.
