Mega Evolutions are forms for new Pokemon. They don'thave to be super fucking different for it to be a Mega. Kangaskhan got a Mega but didn't change at all and instead it's baby did. That alone fucks over all the bullshit points that the legendaries on the boxart aren't Mega forms.
