Throughout the manga, Ruby and Sapphire have never actually had an actual Pokemon battle against each other, at least not one that concluded. As if the story made it illegal because it never goes anywhere (Sapphire will lose her temper and throw a Pokemon at Ruby but he'd just block/parry). In the Battle Frontier's Battle Dome tournament trees they're never pitted against each other either. Maybe because the double battle characters shouldn't be Pokemon battling each other, or maybe even because doing so could be analogous to their conflict turning physical (ok sure Kusaka). This is also why trying to powerscale Ruby and Sapphire or debating which one would beat the other in a fight is kind of useless, because being a unit they're "not supposed" to Pokemon battle each other at all. If they ever did, then at least based on existing patterns in the story, that'd symbolize their divorce. In the end whoever "wins" wouldn't even matter (narratively) because the tragic destruction of their relationship would be an automatic loss overshadowing everything else. And since heterosexual marriage is the foundation of the family unit, which is the foundation of all society, not to mention Ruby and Sapphire being magic chosen ones and shit, their "marriage" dying will affect their society/world in a negative way.
