If something like, for example, Clefable is obviously broken, but it checks Kyurem, which could potentially be broken without Clefable, that's not an excuse to not ban Clefable.
Clefable is already broken, and keeping Clefable around would be counter-intuitive to the goal of making things balanced.
You're pretty much arguing that trying to solve problems is stupid because it might cause new problems.
