AT THE CURRENT MOMENT, there IS no other better option. AS SUCH, Ride Pokemon are, as of this point in the series, the best choice in terms of handling HMs.
I seriously cannot think ANYONE can ever think otherwise. HMs were the one thing in Pokemon that NO ONE favored. Not a single human being actually thought "wow, I sure wish there were more HMs here". Between the 2 options that are available to us right now, I choose Ride Pokemon by a laaaaaarge margin.
