Nobody is actually designing muscular masculine Pokémon with the intent of finding them hot. I don't think they even do that with female Pokémon that often but, they definitely don't do that. I'm guessing what they probably go for with the bara/edgelord/waifu trinity is just covering a lot of bases of appeal - ones for a Japanese idea of cool (a deadly twink), ones for a western idea of cool (a wall of muscle), and ones for the girls (based so far off magical creatures).
