My first thought comparing the two would actually be the amount of ROM hacking and hex tweaking as a reason to not consider certain design elements. E.g. ORAS doesn't need to give any thought to difficulty because those who have a MIGHTY NEED for it will make and distribute fan patches, and while unlike Bethesda modding Pokemon game tweaking is entirely unofficial and usually involves piracy, most of these people will probably buy the game as released anyway. They both have reoccurring technical sins, but they are different ones, and if nothing else I can count on a Game Freak game not to crash with any frequency.
Though comparing most anything to Fallout 76 is unfair.
