Why is Garchomp so grossly overpowered? Because it's the ace Pokémon of the final champion, it's the ultimate obstacle you must overcome to beat the game.
Pokémon has become more oriented towards competitive battle as time has gone on, but at its core, these are the hard truths. Not all Pokémon are created equal, in fact a lot of them are intentionally bad. So if your favorite Pokémon can't hold up against the strongest in the game, it's not a matter of balance. There was never supposed to be any balance. You're just bringing a bronze dagger to fight a mithril longsword.
