In the first couple games, dragons (and psychics, to a lesser degree) genuinely felt special. Their rarity, the power of the pokemon who have that typing, and even the lines that NPCs give you, all really hammer home the point that dragons are the strongest. And then Gen 2 had a ton of bulky steel types. Skarmory, Steelix, Forretress, etc. Steel legit felt like the toughest, hardest to crack, most defensively capable type. And I think that was stylistically a good choice.
Don't get me wrong, there should be at least a few good pokemon of every type. A balanced metagame is desirable. But there should be more shitty bug and normal types - and that'll just make the good ones like Volcorona stand out even more.
