Game Freak doesn't really have to be "accountable" in that regard because if you're old enough to complain about precedents, you're too old to be playing the games (and should know how Game Freak operates by now). Remakes being deliberate callbacks slide because hey, they are new games to the contemporary child player right? Leave the details only the old players would really appreciate to Morimoto on the battle side.
I do wonder if an Iwata Asks style interview would have shed any details, because it does seem like ORAS was a quick project no one really wanted to do. At least we got nothing to the effect of Masuda and Tajiri wanting to do FRLG and Morimoto making HGSS his baby with all the minutia. Of course they're all easy cash grabs, not to romanticize that too much, but I did notice.
