Between the games, anime and card game, every single one was at least decently known for something. Even today most people could probably name all original 151 before they could name 30 pokemon from the likes of gen 5 or 6. Overall I would guess Tangela? Rare in game and it only showed up once in the anime, Erika's battle I think? Or pic related but the racist thing was funny and it gave it some attention.
