Upscaling is simply using that image as base image for image2image and regenning it on a higher resolution, so it will be cheaper than genning in large image resolution immediately. This of course will cost tokens (about 15, depending on the strength and noise of the upscale). Anyway, yes genning on normal resolution is free.
