Kalos has Mega Evolution because of the Ultimate Weapon AZ did. It is said Mega Evolution only happens naturally on Kalos, probably meaning that only there you can find Mega Stones lying on the grass. Many say this doesn't make sense anymore because of ORAS also having Mega Evolution
But in ORAS we know the Devon Corporation learned about this Ultimate Weapon and wanted to use Infinity Energy. This happened when Mr. Stone's grandfather was in charge and Sea Mauville has files about how they discovered Devon indeed used Pokémon bioenergy, so the energy has been around for a while enough to make Mega Stones.
So this is why we have Mega Evolution in ORAS, because of the Devon Corp doing experimentation and using Infinity Energy. So technically is not something that happened as "naturally" as in Kalos. Sure this is kind of a legal loophole, but we don't have Mega Stones appearing in the wild in Alola, you have to purchase them or defeat people, and this is probably how it will be for future gens, so it still holds up.
