>>39438354Ruby and Sapphire didn't have them due to hardware limitations making it difficult/impossible to transfer from gens 1/2 to gen 3. Besides the lack of transfers, the Pokemon were all still coded into the game.
Transferring from gen 7 to gen 8 is possible, they're just restricting what we're actually allowed to use. We already know for a fact that Game Freak did this intentionally and for no other reason than to be lazy.
