It's really striking to notice how much of the potential Dawn's rivals really had was squandered due to juggling with inexhaustible amounts of filler + Ash's own gym challenge and his own rivalry with Paul. This is a huge contrast to Hoenn, where May only had three rivals (with the 3rd appearing way at the end) and the latter had plenty of dedicated development to their characters and rivalries with her. It also helps that Ash only had any rivals to speak of by the time of the Hoenn League, and he only had himself to beat in the Battle Frontier.
