Pokemon has always been horny. Most of the early landmark female trainer design was fetish bait; shorttanks with midriff, bike shorts, short skirts, swimsuits, ect.
It took until gen 4 for this to fully bleed over into the pokemon design, but it was just a matter of time, and the seeds were there with designs like Nidoqueen and Jynx. Tons of children got early exposure to light sexual themes from pokemon, pokemon isn't pokemon without the monsters, ergo, as timmy's peepee was starting to feel funny that he was being let into the girls only gym, that stimulation was immediately followed up by satisfaction at seeing his Charmeleon fight a Weepinbell or some shit.
The finishing touch was gen 2 adding gender and breeding, some kids actually are told where babies come from, and so when their Tyranitar starts laying eggs, suddenly they start thinking about their Tyranitar getting plowed by a Charizard or something, and some of those kids were still being awakened enough to think more about that.
