It had the misfortune of coming after Staraptor, the first regional bird to actually be good in terms of viability, but turned out to be yet another physical Normal/Flying regional bird. If they made it a different type, made it a special attacker or even just made it viable then it wouldn't have been met with the disappointment of not living up to the expectations Staraptor set.
