That animation is new to Weavile as far as I know, but the animation itself isn't entirely a new animation for all pokemon as any mon that could call for help last gen had this animation.
It's a "cry" animation. It was used in Gen 7 for SOS battles, so not every mon had one but a lot did.
In Sword & Shield, they've given EVERY mon a cry animation and repurposed them. Now a Pokemon will use it's cry animation whenever it: is encountered in the wild, dyna/gigantamaxes, or wins a big battle as a VICTORY SCREECH.
That said, again, they did make new ones for mon that didn't have them before. And there's possibly more new animations in the Camp for Pokemon to interact with each other, or maybe they even gave every mon a sleeping animation finally. We won't know the full extent till the game comes out.
